In 2001, a bill was proposed in the Georgia General Assembly to amend the portion of the Georgia Code dealing with motor vehicles and traffic. This proposed bill prohibits the use of race or ethnicity to form probable cause or reasonable suspicion to stop a vehicle and mandates data collection for all traffic stops for state and local law enforcement officers. This information would be recorded on a form devised by the Department of Motor Vehicle Safety and would then be given to the Attorney General, who would analyze the data to determine whether racial profiling is occurring.

Data Collected: race, gender, ethnicity, number of passengers, reason for stop / alleged violation, warning given, citation given, arrest made, personal search conducted, search of vehicle conducted, contraband found, stop resulted from investigation, force used by officer, injuries, authority for search
Other Information: Would require law enforcement agencies to create policies that prohibit using race or ethnicity in determining whether to stop a motorist; would require annual training on impermissible uses of race and ethnicity in stopping vehicles; would mandate data collection by all state and local agencies, and the Attorney General would analyze the data.
