In February 2001, the Iowa State Senate and House of Representatives introduced identical bills relating to the collection and dissemination of information concerning all motor vehicle stops. As of late February 2001, the bills were in their respective Judiciary Committees but failed to come out of committee for general approval. Most recently, the Iowa State Senate has introduced a Senate Study Bill similar to the previous bill, however, adding a provision making racial profiling a criminal offense and subject to a fine. In addition, a number of local jurisdictions are collecting data on a voluntary basis.

Scope of Collection: vehicle stops only
Data Collected: age, race, gender, ethnicity, citation given, arrest made, personal search conducted, search of vehicle conducted, type of search, contraband found, force used by officer, injuries
Other Information: Mandates that information shall be collected on all traffic stops. Officers are required to give the driver a business card. Creates a new criminal offense for certain illegal motor vehicle stops. Requires both the state patrol and local law enforcement agencies to collect information, which will be collected and analyzed by the Department of Public Safety and reported in an annual report.
