Other Information: This bill creates a task force whose purpose is to design a uniform method of collecting data to be used statewide. The bills also clarifies what constitutes racial profiling and creates civil remedies for victims of racial profiling. Law enforcement agencies have a duty to discipline any officers found in violation of written policies racial profiling.

Data Collection Dates: July 01, 2000
Data Collected: age, race, gender, ethnicity, number of passengers, reason for stop / alleged violation, location, warning given, citation given, arrest made, personal search conducted, search of vehicle conducted, other information necessary
Other Information: The Governor, with the assistance of the Attorney General and the Kansas Law Enforcement Training Commissioner, will develop a request for a proposal for a system to collect and report statistics on individuals who come in contact with law enforcement activities. The proposal will contain a system to collect data on a statistical sample of persons who are arrested; are stopped by an officer while operating a motor vehicle; or are walking as a pedestrian and stopped by an officer. The proposal must contain a schedule and plan of implementation, including training.
