KENTUCKY
Kentucky's Governor issued an executive order that requires data collection. Only state level law enforcement agencies are required to collect data. Twenty-six other local agencies also volunteered to collect data, and Lexington-Fayette Urban County had already been collecting data. The order also specified that a model policy should be drafted and distributed to individual agencies to adopt. The policy forbids racial profiling, but does not address data collection. Legislation on policy development passed in 2001. As of Jan. 24, 2002, all 407 agencies had adopted compliant policies.

Data collection is voluntary: Bardstown, Campbellsville, Corbin, Davies County, Elizabethtown, Georgetown, Henderson, Horse Cave, Jamestown, Kenton County, LaGrange, McCracken County, Morehead, Oak Grove, Oldham County, Owensboro, Paducah, Paintsville, Pikesville, Russellville, Somerset, Versailles, Wilmore
Restrictions: no data collection -- policy requirement only
Other Information: Forbids profiling and urges all local law enforcement agencies and sheriffs' departments to implement a written policy against racial profiling or adopt the model policy disseminated by the Kentucky Law Enforcement Council. Does not address data collection. As of Jan. 24, 2002, all 407 agencies had adopted complaint policies
