MICHIGAN
The Michigan Legislature introduced House Bill 4927 on June 7, 2000. The bill is currently pending. It would prohibit racial profiling, require law enforcement agencies to collect data during all motor vehicle stops, and would allow victims of racial profiling to bring a civil claim for damages and injunctive relief. Several jurisidictions in Michigan are also collecting data voluntarily.

Scope of Collection: vehicle stops
Data Collected: age, race, gender, ethnicity, reason for stop / alleged violation, time, location, duration of stop, warning given, citation given, arrest made, personal search conducted, search of vehicle conducted, force used by officer, injuries, authority for search
Other Information: Defines racial profiling; prohibits the use of race or ethnicity as a factor in “determining probable cause” without a specific report. Each department would be responsible for creating a form or electronic means to collect data, and would be required to collect data for three years and submit a report at the end of each calendar quarter. Each department would also be required to publish “an annual report based on its review of the information received.”
