PENNSYLVANIA
Pennsylvania has not passed legislation that requires data collection. However, legislation is currently pending in the House which would require statewide data collection by all law enforcement agencies. In addition, Pittsburgh has been collecting data since 1997 as the result of a Department of Justice consent decree. On September 13, 2002, a federal judge lifted most of the police department from federal oversight imposed through the consent decree. Philadelphia has been collecting data since 1998, as part of a court mandated agreement.

Other Information: Providing for detailed records of all traffic stops; prohibiting traffic stops solely on the basis of racial profiling; authorizing the Attorney General to investigate complaints of racial profiling; and providing for the powers and duties of the Attorney General and for reporting to the General Assembly.
