SOUTH CAROLINA
The South Carolina Legislature has introduced a bill that would mandate data collection of all local and state jurisdictions of traffic stops and pedestrian stops, for both warnings and citations. The bill’s purpose is to determine whether race-based stops exist and to create a policy to discourage them. In addition, several jurisdictions are collecting data either voluntarily or through local ordinances.
H.B. 3963, A Bill … to provide for the compilation of certain information gathered by a law enforcement officer to determine whether traffic and pedestrian stops he makes are race based.

Scope of Collection: all stops
Data Collected: age, race, gender, ethnicity, reason for stop / alleged violation, location, warning given, citation given, arrest made, personal search conducted, search of vehicle conducted, contraband found, items seized for forfeiture, force used by officer, injuries
Other Information: Would mandate data collection of all local and state jurisdictions of traffic stops and pedestrian stops for both warnings and citations. Analysis would be done annually by the Department of Public Safety and would include the number of pedestrians/vehicles stopped, the number and percentage of each minority group stopped, comparison of statistcs to state's population of each minority group, compilation of the data collection information.
